Steuben County, NY
November 7, 2008

Environmental Capital LLC announced today the placement of approximately 400,000 of current and future Verified Emission Reductions (“VERS”) generated from a New York State landfill methane capture and destruction project owned and operated by Steuben Country NY. Environmental Capital LLC advised Steuben County on the development, structure and placement of the VERs. The VERs are registered on the American Carbon Registry (formally GHG Registry). Google Inc was the primary purchaser of the ERTs. The purchase of the VERs allows Google "to reach its carbon neutral goals and support environment-friendly efforts," said Alice Ryan, Google's Green Energy Project Manager.

Steuben County is a rural county in the Finger Lake region of upstate New York. In 2004 the Public Works Department constructed cell one of a four expansion at the Country landfill. The County voluntarily installed a gas collection and destruction system to reduce greenhouse gas emissions from the landfill. Development Authority of the North Country

Environmental Capital LLC announced today the placement of approximately 1,100,000 of Verified Emission Reductions (“VERS”), including past and future vintages, generated from a New York State landfill methane capture and destruction project owned and operated by the Development Authority of the North Country. This is one of the largest placements of New York State VERs to date. Environmental Capital LLC placed the VERs with a variety of purchasers reflecting numerous investor categories.

About the Development Authority of the North Country

The Development Authority of the North Country was created by the New York State legislature in 1985. The Development Authority was created to institute a comprehensive, coordinated program of economic development activities in Jefferson, Lewis, and St. Lawrence Counties, which surround the United States Army base at Fort Drum, in order to provide the region with the capability to effectively plan and develop the infrastructure needs of the region required by the population increase due to the expansion at Fort Drum. The Development Authority is notable among public authorities in New York State because it serves multiple purposes - to address the infrastructure needs and promote economic development in the North Country. Another distinctive characteristic of the Development Authority is the composition of its board of directors. Unlike other state authorities, its board is comprised of eight voting members appointed by the governing bodies of Jefferson, Lewis and St. Lawrence counties and the City of Watertown, and five non-voting members appointed by the Governor, NYS Assembly and Senate. The board of directors provides oversight and guidance to the executive director. Today the Development Authority operates a solid waste management facility, water and wastewater facilities, an open access telecom network, and administers several business and housing loan programs.
