Public/Private Partnerships
In a Public/Private
Partnership, both the public sector and the private sector contribute
assets and capabilities that the other side does not possess to a common
venture. Acting
together in such a partnership, each of the parties may obtain benefits and
achieve goals not otherwise available. In
many public/private partnerships, the goals of the public entities
are to induce the private companies to supply technical expertise in constructing
and operating various facilities, to guarantee fixed operation and
maintenance fees over a long period of time and/or to contribute capital. In
return the private companies receive a long-term profitable business opportunity
that might not otherwise be available to them.

Partnership in the following areas:

Strategic and Financial Consulting
Environmental Capital provides consulting services to its clients, for the most part regarding the financial and strategic aspects of their operations. Examples of our assignments include the following:
- We performed a strategic assessment of a county solid waste system. We evaluated all of their operations and made recommendations on ways to reduce costs, expand service, gain control of in-county waste and increase revenues. We also assessed the potential for public/private partnerships at their resource recovery facility, materials recovery facility and landfill.
- We advised a county client on the creation of solid waste districts in order to gain control over the solid waste generated within the county.
- We performed a retail and wholesale water rate study for a client with a newly acquired water filtration facility.
Asset sales and Acquisitions
Environmental Capital has advised clients on both the acquisition and disposal of assets. Two examples are as follows:
- We advised a county client on the potential acquisition of a resource recovery facility that serviced the county. We performed a comprehensive financial feasibility assessment of different ways to structure the acquisition financing and of the resultant tipping fees over the lives of the various financing structures.
- We advised a village client and a town client on the acquisition by the village of a share in the town’s water filtration facility. We developed pro forma debt service analyses for a variety of acquisition prices and facilitated the negotiations. This acquisition resulted in lower water rates for both the town and the village.
